Policy Programme as such begins its activities in May 2013. It is proposed primarily theoretical goals of excellence in the field of policy in particular disciplines and practices in general. It maintains links for scientific cooperation with the Max Planck Institute for the History of Law in Frankfurt and the University of Barcelona Abat Oliva. Its members at the headquarters of Bariloche (also members of CONICET), carry out their research supported by grants from the Council and abroad.
The lines of recent and ongoing research and the published results of the members of the program are:
Political power: a recently published book (Critical readings on political power -UNAM, Mexico, 2013-) on the notion of power from a dialectical discussion with theoretical approaches from different formalities political knowledge: not only philosophy ( Marx, Engels, Lenin, Gramsci, Bakunin, Rousseau, Sieyes, Bodin de Maistre), but also the theory of the state and the constitution (Kriele, Isensee), sociology (Weber, Hauriou); ethnology (Dahrendorf) and positive law (German Constitutional Court).
CONSTITUENT POWER: a recent book (The constituent power between myth and reality, 2012, pról dean of Italian constitutionalists, PG Grasso.); numerous contributions in scientific publications in Germany, Spain, Italy and America; postgraduate and doctoral seminars in Spain and Chile; Current polemical exchange with colleagues from Europe on the issue of constituent power. Its theme revolves around the permanent and the changeable in the constitutional reality and the principles of legitimacy of the constituent -originaria and reforming action.
State sovereignty: contributions in Germany (written in German and published in Archiv für Rechts- und Sozialphilosophie) arising from second postdoc (dedicated to the issue in Hermann Heller); as well as several publications in Latin America. Further work in connection with the Max Planck Institute of History of Law and the Department of Public Law at the University of Freiburg. Its theme revolves around the permanent reality of the political community and the reality of the State in the international order. First Castilian translation of “Staat” (published in Spain), one of the most important writings of Hermann Heller. In this research the emergence of modern issues of sovereignty in Jean Bodin was also addressed in the proposed doctoral fellow Yamila Jur.
Political Legitimacy: a book in press Marcial Pons de Madrid (Legality and legitimacy in the democratic and constitutional state with Black Dalmacio pról.), And numerous publications in Latin America; draft multiannual CONICET research devoted to the subject of political and legal legitimacy in Hermann Heller.
POLITICAL COMMON GOOD: continuation of research published in Italy, Spain, Chile and Argentina. Its theme revolves around the nature and definition of the common good and social policy
THE PROBLEM OF WAR: continuation of doctoral research fellow at the Cristina A. Sereni of Cuyo. Articles in scientific journals on the problem of just war and the criminalization of the enemy in Carl Schmitt.
Alongside these research activities, the director of the program has given seminars and doctoral graduate on these subjects at the Universities of Buenos Aires, Argentina and UNSTA Catholic.
INTEGRATED DEVELOPMENT PROGRAM
Director: Arq. Alberto Abaleron (In charge of the Directorate), responsible for the Integrated Development Program
Since 1989 as Project, and since early 1994 as Program Quality of Life until May 2013 when it becomes the Integrated Development Program, its purpose was and is to generate knowledge applied and theoretical reflection about the degree of excellence of life and environmental quality of the population. Initially focused on San Carlos de Bariloche and the Province of Black River, in particular, and Argentina, in general, at present some of their projects and extra-institutional insertions have targeted Latin American countries (Brazil, Chile, Colombia, Mexico, Peru, Uruguay, Spain, and Portugal, among others.
We have been in 68 cities in 18 countries in America, Europe and Asia, conducting research projects, scholars and researchers; planning actions in local and regional development; evaluating academic articles, books, lectures, projects, programs; disseminating and discussing our research at conferences, seminars, round tables; We have played in teaching undergraduate and graduate; represented the Bariloche Foundation in world events; and membership in various international institutions, among other issues.
The topics covered include Housing, Land Management, Integrated Development, the poverty (in access to goods and services, and income), socio territorial inequalities, Quality of Life, Environmental Quality, Participation in urban processes, the territorial mobility of the population, the Management of urbanization in tourist cities, Governance and Environmental Management and Strategic Planning, the price of urban land, Evaluation of the Tourism Sustainability Plans Management of Urban Nature Reserves, and Environmental Health, among others.
This program is based on the work of researchers and scholars of the National Council of Scientific and Technical Research (CONICET), who has supported the presence and part of the Director- projects and funds and SECYT Bariloche Foundation, among others institutions. Their activities have been carried out by a small number of stable researchers, who have seen their numbers through recruitment of highly qualified personnel to externally funded projects. The disciplines that have been present were: Architecture, Urbanism, Sociology, Anthropology, Political Science, Mathematical Statistics, Geology, Geography, Industrial Engineering, Biology, History, and Tourism, among others.
During these years we have signed cooperation agreements with the Latin American Faculty of Environmental Sciences (FLACAM); INDEC; the Center for Regional Studies at the University of Lagos (Osorno, Chile); Environmental Research Center (National University of Mar del Plata); the Development Planning Unit (University College London); University of La Laguna (Tenerife, Spain); the International Organization for Migration; among others.
They have conducted research projects for the provinces of Santa Fe and Rio Black; for the Municipality of San Carlos de Bariloche; SECYT; National University of Comahue; the Mother and Child Programme (PROMIN) that have been supported by the Federal Council of Investments (CFI), the Interamerican Development Bank (IDB), the National Agency for Scientific and Technical Development, the Ministry of Labor, Employment and Social Security (MTEySS ), the International Organization for Migration (IOM), the International Labour Organisation (ILO), the European Commission, CONACYT (Chile), and the British Council, among others. Noteworthy is the close collaboration with Patagonian Life Foundation on issues related to San Carlos de Bariloche and the Province of Black River.
Also considered as a fundamental task, collaboration is given to the educational institutions of the region in environmental issues, urban development and social situation.
Specially they stand out in this period the academic progress of two young fellows of CONICET, Damian Victor Medina (about to end and defend the thesis of Master of Social Sciences and Humanities, orientation “policy and public administration at the University of Quilmes formally obtained in early May 2015), and Daiana Bardín (four approved subjects and other courses, and advanced development in his doctoral thesis in geography at the National University of the South). To this the active participation of such participation in conferences and publications accepted in the process of being added. Also, the Program Director has taken up his doctoral thesis in geography, UNED, Madrid, in the second half of 2014, with submission and defense of it in the second half of 2015 has been and is important sabbatical stay of Dr . Pedro Laterra, and discussions and joint contributions to the implementation of a pair of inter-institutional projects identified in 2015. At the international level the director has continued its active membership in the Latin American Network of Researchers on Globalization and Territory coordinator the group of socio-territorial inequalities, culminating in the XIII International Seminar in Salvador in September; and as a member of the Standing Committee of the Latin American Association of Spanish Geographers. Finally, we have finalized the annual contract honorary bi Retired Researcher CONICET ending June 2015, and is renewable, whose first product was presented at that meeting in Brazil.
